The International Monetary Fund (IMF) has advised Pakistan to expand its asset declaration framework to include officials serving under the Special Pay Scale (SPS), in addition to regular government officers, sources told PakProfile.
According to officials familiar with the matter, the government is developing a plan to bring SPS employees at federal and provincial levels under the same asset declaration requirements as those applicable to regular civil servants. The proposed move is aimed at improving transparency, accountability, and governance standards in the public sector.
Under the new framework, directors, legal advisors, project directors, and technical experts working under SPS contracts will be required to disclose their assets and liabilities, similar to the mandatory declarations for officers in regular pay scales.
Sources said that a formal compliance mechanism is being prepared to monitor and verify the declarations. The initiative will be rolled out in phases, with the inclusion of SPS officials forming the second phase of the broader transparency drive.
The IMF’s recommendation aligns with its ongoing efforts to strengthen fiscal discipline, governance reforms, and anti-corruption measures within Pakistan’s public administration. Expanding the asset declaration regime is seen as a critical step toward ensuring greater public accountability and institutional integrity.
