In a significant development, Lieutenant General Muhammad Munir Afsar has been appointed as the Chairman of the National Database and Registration Authority (NADRA), as per an announcement by the caretaker federal government. This decision, approved during a cabinet meeting chaired by Prime Minister Anwaarul Haq Kakar, reflects the government’s commitment to bringing in experienced leadership.
Lt. Gen. Afsar’s background is marked by a rich reservoir of experience in IT-related technological development and management, gained from his illustrious career in both the Pakistan Army and the United Nations Mission. Holding an MPhil in Public Policy and National Security Management, he has authored a research paper focused on public policy responses within the GIS sector during the 2010 floods.
Furthermore, Lt. Gen. Afsar is an accomplished scholar with an MS in Geographic Information Systems (GIS) and Remote Sensing. His groundbreaking work in this field earned him the prestigious Presidential Award for his thesis, which concentrated on the rapid creation of geographic data through photometry.
Adding to his academic accomplishments, Lt. Gen. Afsar holds an MS in National Resource Strategy, specializing in C&IT Industry and Supply Chain Management, from NDU Washington, DC, where he was recognized as a distinguished graduate.
In addition to his academic pursuits, Lt. Gen. Afsar is currently pursuing a PhD in Remote Sensing at NUST Islamabad, with a research focus on the detection of plant diseases through innovative remote sensing and artificial intelligence techniques.

His significant contributions to IT and GIS are evident through various research publications, and he has previously served as a Military GIS Officer at UNMS.
One noteworthy achievement in Lt. Gen. Afsar’s career was his pivotal role in developing a GIS application aimed at locating missing individuals during the 2010 deluge, during which he held the rank of Major General. Subsequently, he assumed the role of Director General of the Directorate of Command, Control, Communication, Computers, and Intelligence (C41), overseeing comprehensive IT management.
With his promotion to the rank of Lieutenant General, he has continued to make substantial contributions, serving as the Inspector General of Communication and IT and as the Commander of the Pakistan Army Cyber Command.
